Game Theory and China’s Authoritarianism: Paths Toward Freedom

The Authoritarian Model in China

China is widely recognized as an authoritarian one-party state under the control of the Chinese Communist Party (CCP). The CCP monopolizes political power, limits civil liberties, and tightly controls the state bureaucracy, the media, the internet, and civil society. Dissent is harshly punished, and censorship is widespread.

Despite internal and external criticism, the CCP publicly rejects liberal democracy, framing its governance as a "people's democratic dictatorship" suited to China’s circumstances and history. Over recent years, this control has only intensified under Xi Jinping’s leadership.

Game Theory as a Lens on Authoritarianism

Game theorists find that authoritarian rulers often rely on a mix of repression, co-optation, and dividing opposition. For example, in the face of a challenge, military regimes might negotiate withdrawal, while single-party states—like China—attempt to co-opt or neutralize challengers and outlast crises. The ability of opposition groups and citizens to coordinate, particularly in the face of repression or manipulation (like election fraud), is crucial.


Game theory models show that when opposition is united and able to mobilize mass protest, especially with the possibility of security forces switching sides, authoritarian regimes are more vulnerable. The regime’s ability to restrict reliable information and raise the costs of dissent changes the game’s payoffs, deterring protest and dissent. Meanwhile, regimes may provide limited forms of freedom—such as venting platforms or minor reforms—as release valves to prevent coordinated uprisings.


The Chinese Context: Challenges to Change

China’s regime combines several advantages that, according to game theory, make democratic transition difficult. The CCP controls powerful security and surveillance apparatuses, making repression credible and costly for protestors. Strict censorship and narrative management limit the ability of opposition actors to coordinate and organize. Also, China’s influence enables it to support and learn from other autocracies, reducing external democratizing pressure.


Game Theory-Informed Solutions to Promote Freedom

Despite formidable barriers, we can use game theory to develop several strategic avenues to encourage greater freedom in China:

  1. International Pressure and Incentives - Diplomatic and economic measures—targeted sanctions, conditional investment, and advocacy for human rights—raise the costs of repression for the regime. also, international recognition and support for Hong Kong, Taiwan, and exiled activists signal that the world will not overlook violations of freedom and can embolden internal reformers.

  2. Strategic Coordination of Opposition - Game theory shows that unified action is more impactful than fragmented protest. Encouraging coalitions among opposition groups and between domestic and diaspora actors increases the chance of successful challenge to the status quo.

  3. Economic Engagement Tied to Reform - International partners can tie access to markets and advanced technologies with incremental governance reforms, forcing the regime to weigh its economic ambitions against the costs of continued repression. Supporting democratic success stories within the Chinese-speaking world (especially Taiwan) undermines regime narratives that democracy is unworkable for Chinese societies and provides a model for peaceful political change.

Conclusion

Game theory reveals that authoritarian persistence in China is rooted in credible threats, restricted coordination, and information control. Strategies to promote freedom should reduce the regime’s ability to repress, increase the opportunities for opposition actors to coordinate, and shift the incentives for both the regime and society toward more open governance.

Change in China is a complex, long-term game—but informed, strategic action remains possible and vital.
